ABOUT David J. O’Regan
Dr. David J. O'Regan's approach to institutional integrity is informed by three decades of international experience in auditing and the fight against fraud.
He is a Fellow of the Institute of Chartered Accountants in England and Wales. He earned a doctorate in accounting and finance from the University of Liverpool.
Dr. O'Regan's professional work in auditing started in 1990 with Price Waterhouse (a predecessor firm to today's PricewaterhouseCoopers). His subsequent roles included head of audit at Oxford University Press, and Unit Chief, Internal Audit in the Organisation for the Prohibition of Chemical Weapons (where he participated in the OPCW secretariat's collective mission that was to earn the Nobel Peace Prize).
He also served as Auditor General to the Pan American Health Organization (the branch of the World Health Organization for the Americas) in Washington D.C. from 2009 to 2026.
His published work includes the world's first comprehensive dictionary of auditing (in its most recent edition, "The Auditor's Companion", Georgetown University Press, 2024); a philosophical analysis of the decay of modern auditing ("The Closing of the Auditor's Mind?", CRC Press 2025); and a vivid portrayal of the sordid underworld of bribery ("Bribery Humanized", Columbia University Press, forthcoming).
In mid-2026, Dr. O'Regan took early retirement from his duties in the United Nations system to focus full-time on writing and related activities.
